FAA regulations do not specifically tell NORAD to scramble AC. FAA
Procedures explain what duties NORAD are during the intercept. If I am

It
shouldn't be that difficult. Then again for you, it may.
So if there is no requirement to scramble aircraft, then how would
following nonexistent procedures have saved the day on 9/11?
Point, game, match....

"No requirement" and "do not specifically tell NORAD" are clearly different
statements holding differnt meanings.
Only to the conspiracy minded, Bryan. If the FAA procedures, which
you claim should have been followed on 9/11 to save the day do not
tell NORAD to scramble fighters, then how would following those
procedures have gotten fighters into the air?
