You're not wrong. The AD has been approved by EASA because the TC-holder is
based in the European Union. I would expect the FAA to make a decision for
the US aircraft only after the original AD had been approved (by EASA).

EASA have revised their AD that grounded the Blaniks in 2010/2011. It
now
also explicitly states the Aircraft Industries/Blanik Ltd. modification
is
considered a terminating action for the AD (i.e.: modify it and you can
fly
it).
