Why didn't GWB join the U.S. Air Force ?


He did, the ANG is a component of the USAF.

Well, yes, and no.
Until the President activates them they are state
militia units. Same thing with the Army NG.
When they go on active service they become elements of the
regular military but are (IIRC) subject to a 2 year limit for
continuous deployment.
