The fact is that state awards can be given to National Guardsmen; it is
quite common, though whether or not either of these specific service awards
were routinely awarded thirty-plus years ago is not addressed.
Is it not in the text?
These awards go back to before WWII.

I think there are some here who are bittely jealous of your Marine service. Any
one who goes into the Marines is a guy looking for a fight so desk jockeys
would be the first to attack. It would be interesting to actually examine the
combat records of those who accuse you of not serving. Miight be good for a
laugh.
