Two phases of the Typhoon deployment have already been carried
out. So far, 144 aircraft have been delivered. The first 55 --
air-combat only -- were six years late. The second batch of 89
aircraft, which have ground-attack capabilities, has yet to be
delivered.

144 have been delivered?? Seems a bit high to me.

It is

Then somehow 89 of those 144 have not been delivered?

Not even ordered yet, for the RAF the original plan called for
orders in 3 tranches, the first for is being delievered now, orders
for the second tranche (the 89) are under negotiation now and
must be ordered by Jan 1 2004 or there are consequences for
cost etc. The third tranche which is reportedly at risk is not
due to be ordered until 2007.
