Certainly he was not subject to the UCMJ.

Appears he was an ID card carrying member of the Naval Reserve at the
time. Don't know if they are subject to the UCMJ?

See article 2 of the UCMJ. Reserves are only subject to the UCMJ
while on inactive duty training.
