Start by checking freedom of motion in the suspension between the airbrake cap and the upper paddle. Make sure the springs pull it all the way down onto the top of the upper paddle, and that there aren't sticky spots within its range of motion. Resist the temptation to tighten the springs, that often just makes other things worse.

If the cap and springs are OK, check how the cap fits into the recess in the wing. Look for something in there that interferes with the cap.

Beyond that, you pretty much need a borescope to see what's going on.

Also look for interference between the front or rear faces of the cap and the wing pocket. If you lock the spoilers and you can seat the cap with a smack of your hand, you have a bind.
