It turns out that this trailer is destined for Washington state! The
trailer is rather new and in good condition, so it would be hard to
argue that it meets the 25 year exemption. As for the Russian's, there
is an exemption ifor vehicles never be used on a road. And while I
would like to think I'll never land out, never say never!
