I flew releif missions into Haiti for a 2.5 month period after the
earthquake. While "in theater" we would operate between Santiago D.R.
(MDST) to various outlying areas of Haiti. Typically, flying would begin at
MDST around daybreak and end after dark. Now that the stage is set, here is
the question.
In the "FSS" at MDST, one would file a required VFR flight plan for each
flight. On the wall of FSS was a notice that VFR flight through clouds was
permitted in the D.R. Operationally, it was common to "poke through" on
descent into the various airports, even requested and was given a few low
ILS's getting back into MDST, all VFR. I assume that this is because the
airspace is class G, would FL180 and above still be Class A? Thanks in
