I have had the same problem with my IO-540.
Most likely cause is the fuel shutoff plates have a scratch in them.
Lapping them will fix it. Other possibilities a the fuel drain is
clogged and storing fuel. If the drain system has been worked on it may
be too long or if you have a sniffle valve in the drain line it may be
malfunctioning..

Don't let your A&P talk you into a full overhaul unless it is necessary.
There is a lot of un-necessary work done on equipment when system are
not completely understood.....
