Default IF labeling on approach charts

So they're adding the IF labeling to new/revised approaches? What does
that labeling do for you anyway?

I noticed that on some approaches there are fixes labeled IF

where there is a cross radial, but other approaches such as EJAAY in
http://204.108.4.16/d-tpp/0702/05850I15.PDFisn't labeled as an IF. I
looked it up in the AIM but it didn't really give me a reason why some
have it and some don't?

It was a policy change about 2 years ago. It is added to a procedure
when it is revised.
