Does anyone know where the specific FAA regulations are that govern

sonic speed how would you go about it ?

It's in the FARs, but my book is in the Deb.

As to the second question. Join the Airforce. There are only two
areas that I know of where civilan supersonic flight is permitted. One
over the gulf and the other in the south west. Neither connect and
none are transcontinental.
