Default WEIRD!! KX 170B problems

My KX-170B has problems.

When I first turn on the com, I can hear airplanes on my side of the
field but not on the far end of the field. After some time everything
turns to normal. I can always transmit just fine.

When I first turn on the nav, I can receive no VORs, but a after a few
minutes the VORs come in fine.

The wait period for the nav and com are independent. In other words,
when I turn on the com that does not effect the wait period for the
nav either way.

I don't know that it makes a difference, but it's winter and snowy
where I live.

I have a Cessna 150 and I'm on e Cessna 150-style budget.

Things I can do ...

1) Get an additional radio, and use the KX-170B for backup. I've
already got a place for it in the panel, and the wires are ready to
use from an old removed radio. Problem ... cost. Does anyone know
how much this might cost (I can buy used if serviceable). Also,
having a sometimes-working radio for backup might be worse than having
no backup at all. Finally, a plane with 2 radios is probably worth
more than a plane with one.

2) Fix the KX-170B. But how much might this cost? What's wrong with
the dang thing? I do trust the avionics guys at my local airport.
Anyone have any experience?

I'd appreciate any advice you might have.
