Maybe, but 'refuse' works, too. It can be used as a noun - it means
trash, garbage, that-which-is-discarded. Those who have nothing to
offer throw correctness on the junk heap. Awkward construction, but
it works.

In a backfiring sort of way, I suspect. :-D
