I think the point has been missed. The cost of having each by a copy
is not an issue. The issue is that each need to buy a copy or
download a copy. The process is to have one master copy from which
all install dvds are made. This is to insure that all installs are
identical with identical versions and builds of all software. QA has
to stamp all dvds

It seems you don't want an answer, why don't you just find something
that fits your license requirements and buy it rather than whining on?
