At first I thought this was an easy one. You have to fly the XC as IFR, and
you can't do that without being rated, so you need the CFII to be PIC.
Well, what about an instrument-rated safety pilot? This isn't quite as
clear, but 61.65(d)(2)(iii) says "...instrument training consisting
of cross-country flight procedures...", so I'd say if it's called training,
it must be from an instructor.
