Taken from the FAR:
"(iii) For an instrument airplane rating, instrument training on cross-
country flight procedures specific to airplanes that includes ...."
If you look up what instrument training means:
"(10) Instrument training means that time in which instrument training is
received from an authorized instructor under actual or simulated
instrument conditions"
Therefore, the FAR is pretty clear that the IFR xc has to be with a CFII.
