Certainly was already in place, and not new, when I first got involved in
testing gliders for JAR 22 compliance for the BGA back in 1976. I think
prior to JAR's it was a national thing and in most cases the manufacturer
specified whatever was appropriate, if it came out as max load 60 kg, he
probably wouldn't sell many.
