Short answer is that this WAS the case when GPS Position recorders were first approved and when the current approvals were posted to the IGC website. Kind of explains why the concept of GPS Position Recorders didn't exactly take off.

Under the October 2012 revision to the Sporting Code, GPS Position Recorders which provide only GPS altitude CAN be used on a standalone basis. SSA and other NACs are in the process of reviewing several models. FlyWitCE FR300 should be officially posted any day mow. Do carefully read section 4 and Annex C; there is a 100m additional margin required for flights documented using only GPS. More detailed answer when I'm on a proper keyboard and not this tablet.
