As often as I disagree with Wm, here he's on the right track. "Dear
Leader", ruling a country with no viable capability to become economically
self-supporting, has no real alternative but to come up with schemes by
which others can be forced, cajoled or convinced to provide subsidies.

The "we'll quit playing with nukes" ploy during the Clinton years was
certainly a successful scheme which brought substantial fulfillment of needs
from food to POL (without lessening development ofa nuclear program).

The latest chapter is simply a logical next step....almost as was SH's
"nuclear program", the "I'm packing a big hawgleg into the saloon, and
those *******s better buy my drinks." approach to international economics.
