Here are several biplanes which meet your criteria except for the float
part. In a recent Kitplanes Magazine, there was a story about someone who
mounted floats on his Hatz. You could probably do something similar to any
of these aircraft. The Waco replica would probably be the most challenging
project, but might be the easiest to put on floats since there should be
factory plans around somewhere...

Skybolt
EAA Biplane
Waco Replica (not sure of the name).
