I don't think that's the case any more than a pilot certificate says
that you're a trustworthy and proficient pilot--it doesn't. All the
certificate says is that you satisfactorily demonstrated the tasks
required to obtain the certificate.

Basically, the certificate tells you nothing about whether you can trust
the pilot or mechanic, which is why I either get recommendations from
people I know and trust or I interview and then supervise to make my own
determination.
