The fact is that state awards can be given to National Guardsmen; it is
quite common, though whether or not either of these specific service awards
were routinely awarded thirty-plus years ago is not addressed. They wear
them along with their federal awards except when serving on Title 10 active
duty. But this does not in any way support Walter's newest and, as usual
laughable, "smoking gun". Anyone who has ever served in the military is only
too aware of how often the records jacket gets the awards screwed up (either
a troop is not awarded what he is rightfully due, or he gets an award and
then later finds it did not make it into his 201 file--had the latter happen
a couple of times to me, requiring submittal of copies of the orders for the
awards in order to get it corrected). If good ol' Walter is unaware of the
fact that personnel records frequently get screwed up, then one wonders
where he got his own 214, 'cause it (along with some of his other past
rants) paints a picture of a guy who never served.

FYI, attempting to reason with Walter regarding his anti-Bush diatribes is a
bit like trying to reason with an oak stump (and they both apparently share
about the same IQ level).
