Default Is this a FAA issue or an EAA issue

From the EAA E-mail this week.

"The tower cab for Wittman Regional Airport's new air traffic control tower
was installed early Wednesday morning, signaling further progress for the
new, near 140-ft facility that will replace the present tower. According to
the FAA, the new, state-of-the-art structure is scheduled to become fully
operational in time for EAA AirVenture 2009. The present tower, built in the
early 1960s and moved to its current site in 1968, will be torn down when
the new tower is fully operational."

They are placing the tower cab this week and the think still won't be ready
to use for another 2 years. What could possibly take this long?

Lots of crap has to be rerouted to the cab. It's not just a room. I
was up in the new IAD cab months ago and the thing still isn't open.

In time for Airventure 09 just means that it is between 11 and 22 months
from completion. It just answers the common question everybody has:
will it be ready in time for the EAA.

ANY gov't project takes way too long to complete. Where is the accountability and what measures are in place to be sure
that things are being done effectively?

There should be tea parties all over this country!
