Default (USA) airspace descriptions of state boundaries now available

Files are available for individual states, or the entire country:

They are not of much use for most pilots except for adding to the
SeeYou display, but a few like to have state boundary data displayed
by their PDA, and scorers with an international boundary nearby may
find them handy.

Note that the WinPilot/OpenAir(tm) format doesn't have a "boundary"
type like Newport-Peace, so I picked "Q". So every state is now a
Danger area
