Default New Airport Ordinance?

The authorities that govern our airport have adopted this new
ordinance regulating activity here. What do you think?

Among other issues: Did they really mean to prohibit self-launching motor
gliders?

"e. Only a tow plane shall be used to launch a Glider, unless the Glider pilot
has written permission from the Port, or is permitted by the terms of a
Concession Agreement, to do so."

What did you guys do to work them up enough to write all this up?
Someone had to be pretty mad at you guys to go to this much effort to
exert this level of control.

Default New Airport Ordinance?

In Section 27 they claim that an FAA request was behind their action,
and then go on to declare this to be an "emergency" situation (which I
assume allowed for immediate enactment without comment or waiting
periods).

It states: "Because it is important to reduce risks of harm to persons
and property associated with Airport use as soon as possible due to
increasing Airport use in spring and summer, and because the FAA has
requested the Port to enact an ordinance regulating certain Airport
activities, therefore, an emergency is declared to exist. This
Ordinance shall take effect immediately upon passage."

It would be interesting to see exactly what the FAA requested
(assuming such a request exists).

Also, having never been there to see what operations used to be like,
it is hard to tell how limiting these new restrictions are. Were you
doing vehicle tow launches? Were you leaving gliders tied down in
restricted areas for more than 20 minutes as a matter of practice?
How will this change your operations?

We have been staging on the SE corner of the airport, about 80ft from
the edge of the runway. We have a perfect safety record and we blend
very well with the small amount of power traffic that we share our
public airport with. The main reason for whatever action the FAA
might have called for is that a grass runway was put in between the
main runway and the taxi way on the north side of the runway. The
port is now requiring the gliders to stage more than 1000ft up the
3000ft runway, which will greatly lower our margins for safety on
takeoff. We will either have to back taxi 1000+ feet back down the
only runway for every flight, tying up the active runway. or leave
1000 feet of runway behind us. Neither option is as good as the way
we have been safely operating for decades now. The requirement that
only one aircraft at a time is allowed on the taxi ways will be very
interesting during our fly-ins when many dozens of aircraft will want
to depart at the same time.
