Question for Ron Natalie

Ron,

I was wondering if by chance you were able to come up with a particular
regulatory section of any FAA publication regarding our earlier discussion
of Class E surface area extensions (9-8-06) to airport when the airport
class D area is IMC. You mentioned in that case they owned the airspace.

Anybody else for that matter? Unfortunately, with all the discussion on
this, it still hasn't been put to bed.
