The web page in question is directed at the general public. The bureaucrat who issues the certificates probably sees a much different document. In any case, out of 600,000 US pilots, there have surely been some who lost their physical certificates multiple times. If they'd been denied replacements, we'd probably have heard about it. --Gary |
