I finally made contact with someone in the Santa Barbara County Assessor's
office and they were very helpful. After I identified myself and asked why
I had gotten these two forms to fill out, she started checking the records.
She very quickly found my data file.

It would appear that two people have been caught with their hand in the
cookie jar. The two N numbers she had of mine were given to the tax office
as the two aircraft that rented two tie down/hangar spaces at the Santa Ynez
Airport north west of Santa Barbara.

She will be contacting the airport management!

She told me to recycle the two pieces of paper I have and forget about them
as if I never saw them.

Hope you got that in writing especially when they come knocking on the
door to claim the unpaid fees!

If they wish to come from Santa Barbara to Ohio, so be it.

they don't need to go to Ohio.. they simply put a tax lien on the FAA
records in OKC

Don't underestimate the power of a lien - When San Bernardino County
put a $50.00 lien on a glider that I had long since sold, it showed up
of my credit report, and the bank refused to fund the purchase of my
house until I had notorized proof the lien had been settled!!!
