Looks like a Russian floatplane (see pontoons on wings)
That major fuel leak looks like it's going to raise hell when it sprays all
over the burning dock.

I don't think it's fuel thats emerging from the Beriev, it's more probable
that it's water to extinguish the fire. What else would the plane be there
for otherwise?
