Thats what I believe it is, I said it and its up
to someone to prove it otherwise.

there are 3 other things possible, that I could think of

1. , a Photo calibration target for recon sat cameras or UAV cameras

2. a landing target for the Golden Knights ,
since Yuma is reportedly thier winter training area.
But I would expect it have their logo in the center.

3 JPADS precision airdrop system test target

Now someone go out and get a photo of it...
