Yes, it is. On the Washington Sectional the entire ADIZ is devoid of terrain shading, which makes the area really stand out. Sheesh, my memory was wrong. I just looked at the scanned sectional on Aeroplanner and only inner ring is missing terrain shading. The outer boundaries are drawn on the sectional chart as heavy blue lines.
