Examiner's shall test to the greatest extent practicable the applicant's correlative abilities rather than mere rote enumeration of facts throughout the practical test." I don't think the above paragraph can be interpreted to mean that rote answers c/would satisfy a minimum requirement for comprehension. It clearly states that the examiner shall test for **CORRELATIVE** abilities rather than mere rote answers. IMO, that *IS* "duty bound to explore deeper". --Shirley |
