No, they aren't. Not the people I'm talking about.

My point is that, based on a vast amount of human experience over our
history, it is apparent that no matter what standards one sets, somehow a
small number of the incompetents get through.

I'm not just talking about people who "may even be called incompetent". I'm
talking about people who truly are. Somehow they manage to get past the
very process meant to filter them out.
