interesting that they can seize and re-sale a car.. when the original

title
and lien is being held by the finance company.. how do the clear the lien

to
the new buyer?

The original owner is stuck paying the loan. the cars are purchased for
$125 no matter how old or what condition they are in. My guess is they go
to the scrappers or get torn down for parts.

perhaps a claim filed with the insurance company for theft by the city..

Just be glad the City of Chicago doesn't have a towing contract for
aircraft! What a racket.
