Probably not that much difference when you are talking about tanker sized
quantities. Just fill it up and pump in CO2 above the gasoline. The CO2 is heavy and doesn't require containment. I don't actually know whether they do this or not but it seems fairly simple. With the costs of transporting gasoline vs. raw petroleum, that would not have made economic sense once the oil bust hit in the 80's. How much more does it cost to transport gasoline (explosive) as opposed to raw crude (merely flammable)?
