That is the strangest damn thing I have ever seen. Do these hard points
exist on all 747's, or just a few for special use?

I would suspect all of them. All of the ones I've been close enough
to look at have had them. I suspect more have it than not (maybe some
of the shorthaul domestic Japanese variants don't).
