I realize that the proper procedure is to file with FSS, but what prevents CD from giving a pop-up clearance? I know that it is possible for CD to give an IFR clearance (even without the flight plan already on file). I think Steve may be saying that in such a scenario, they don't refer to it as a "pop-up", because you're not actually in flight at the time.
