VW 1.2 Diesel. What does MAX TORQUE 18k-24k mean ???

my experience with these balancers was in a 250cc Kawasaki single pot.
most incredibly vibration free installation I've encountered.
the balancers are balancing rotating mass imbalances within the
engine.
done properly the technique is impressive for what it achieves.
