Default Airport Runways and Wind Turbines

A runway for a small town airport is .8 miles long. What is the regulation
for maximum height of a structure .9 miles beyond the end of the runway?
Given a cessna 170b, for example, the plane could travel that .9 miles in as
little as a half a minute. A max rate of climb of 660fpm would give it 330
ft of elevation. What is the possibility of building a tower or wind
turbine there?
