This means that any customers purchasing these aircraft as kits do not have to worry about certification themselves as it has already been completed. Ummm, well, no. Aircraft still have to go through the certification process. The 51%-certification is a nice-to-have, but in itself doesn't guarantee the FAA will certify the airplane as Experimental Amateur-Built.
