I don't find it amusing, but are you so sure it's "petty"? Stealing
avionics is a federal offense, the penalty for which can even be the
death penalty if such theft causes somebody else's death. How amusing
would it be if the theft went undetected, and then the airplane
crashed, and the pilot and/or passengers died because the missing ELT
made them impossible to locate?
