Default Confusion about when it's my navigation, and when it's ATC

We were own very short final. And I have no doubt the pilot saw the

Hmmm, aren't all electronics stowed below 10,000 feet. I would have
thought that all audio and movie channels would be turned off by the
captain, especially short final?
