GPS Cellphone Tracking - Track Anyone Anytime Anywhere

I thought I had a reasonable understanding of GPS but perhaps I was
wrong. Can you please explain how the presence of a GPS device in a
vehicle allows anyone, except a person in the vehicle, to know where
the vehicle is located.
