Default GA through Bravo... Regional differences?

I don't think liveatc doesn't have it anymore, but you need to hear
DTW when they're reversing their runways g. (Extreme hyperbole
follows) It seems like they don't give a bravo clearance if there is a
wisp of a cloud in the area g
