Can the airport ban bicycles?
An individual elected or appointed official can discuss anything they want
publicly or privately without violating open meeting laws (California's Ralph M. Brown Act). It is only when they get together as a quorum or more to do so that they are transgressing. I don't see any mention of Hangar Lease enforcement in the agendas or minutes, so sh may be violating open meeting laws by discussing airport business 'off the record'.
