What leads you to believe that Boeing would be neutral on the subject of airline operations? After all, it is the air carriers who purchase their products. Is it better for the suppliers in general to sell a lot of lower cost VLJs or to sell a few higher cost "traditional" jets? It would depend on whether the "supplier" builds airliners or VLJs, IMNSHO.
