John I have always felt that by simply raising the aeronautical experience requirements to obtain a CFI to something more reasonable like 1000hrs or even 500hrs would go a long way toward producing higher quality CFIs. It would also put upward pressure on the salaries you'd have to pay them. Whenever that time comes I may consider instructing again. Very good idea. Dont know what it might do to the industry though!
