The same in Northern Italy!
The airspace is closed, from the surface. :-(

Neighboring nations seem quite happy to fly VFR, and enjoy vast
regions of unused airspace.
See the OLC-Alps: 9 flights over 700km, on saturday.
No flights originating from the Italian territory.
