Many years ago -- I think in the 70's -- the U.S. offered to give Canada a carrier... it was politely declined. Seems that the Royal Canadian Navy didn't have enough personnel (in the whole Navy) to put on the ship! Pity, really, we went from the 3rd largest navy in the world at the end of WWII to a very small navy (sigh). Our military is now quite small... Marine base Pendleton in California has more troops on the base than we have throughout the world, in all services combined. Our reserves are somewhat larger, but still less than 100,000 reserve personnel in all branches, iirc.
